Just alittle spin on Alexs post.
My best bang fr the bucks so far would be.My RPM intake a 4bl carb. The carb was free my pops inlaw was going to get ride of it.So I took it and rebuilt. The new fuel lines and fuel and air filter, fittings, carter pump, intake gaskets, ect,Total of $300.I have yet to get my car to the track so the only I test it.Is against my pops 88 gt vert 5spd.Before mods I could not even keep up with him, after mods I have beat him twice, and lost to him once, but it was so close. And every time from 30mph up.

A Holley 650 dp got me from 15.1 to 14.1 for about $300 including fuel line, and some cut-outs and good spark plugs got me down to 13.74 for about $60. So for less than $400, I got 1.4 seconds.

A $45.00 snorkel hood scoop, a used pair of 28x9 slicks(that were better than my worn out old ones), and some rear suspension work (free) got me from 11.70's to 11-teens. Total investment $145.00

A FULL SECOND from a carb alone? What were you running before?

I'm sure few will argue the fact that you're running a far superior carb now, but I'd bet that there was something wrong with your previous one. (a second is a LONG time)

Isn't 1406 the 'econo' calibration?

Ok I've said this before on this forum and been slammed but its still true. The edelbrock carter clone can be built to make decent power if you know what you are doing and are willing to try some power building mods. Out of the box theyr'e not so great but Iv'e had out of the box holleys that would run worth a damn too. It has to be tuned to the engine.

If anyone else wants to discuss the merits of carter vs. Holley, do a search and find a thread to post in so we can keep this one on topic! I kinda like this topic..

My first 88 roller long block $575.00 can=$350.00 us.
This took me from 15.0 to 13.9

Second 88 Roller long block $400.00 can=$240 us with this one I added an x303 cam and went down to a 13.41.

When dealing with mustangs, i think subframe connectors are one of the first things that you should do, Then Gears, Exhaust, and underdrive pulleys
And of course Subwoofers

NX adjustable Nitrous kit
Fuel Pump ~120
Kit ~369
micro switch ~5

Drop in ET= quite a bit

In the interest of full disclosure, this was on ~35X-ish sized non Ford motor in a non ford chassis, YMMV I ssume the results would be similar....
