When you shut off the fuel pump, is it normal for the fuel in the lines to try returning to the fuel tank? I would think there should be a check valve in the pump to keep that from happening but all three pumps iv'e tried allow the fuel to return to the tank when shut off.

I've never checked the fuel line with clear tubing like you have. I can tell you that when I turn on the fuel pump after it has been sitting for a while, it takes a few seconds to build pressure. Based on that, I would say that some of the fuel does return to the tank. I still have never experienced the pressure drop like you have once the pump is running.
