Is there a way to adjust the timing on a '90 Ranger with 2.3L with dual distributors?

Do you mean dual spark plug head and coil packs? If so, no. The timing advance is controled by the ECM/PCM and gets it's signal of the crank sensor. You would have to modify the crank sensor bracket (similiar to the MSD system) to actually advance/retard initial timing. If you want different timing events, you would need to reprogram the ECM.
