When is a line boring needed? And does my block need one? I know what they are for, but when is one needed?

Line boring is needed when the main bearing bore's are out of alinement,the michine shopwill have to check,or you if you have a long streight edge and feeler guages.Why did you see some odd bearingmarks or crank would not turn???
