what is wrong with the Ford?

Symptom: When I have the turn signal on and come to a stop they start blinking slower and slower till the just stop. But once I get on the gas they go back to full speed.
Same with the headlights, full brightness with throttle but once off the gas they dim down.

The first thing I did was replace the alternator (the old one was going bad any who) and the problem persisted. This morning I just got done replacing the voltage regulator and same thing.

So what the hell is causing the problem?

I'd check all the ground connections(firewall to motor, battery to motor,etc) and have the battery load tested for internal short.
