I thought we pretty much covered this on VMF, but anyway. I just checked the procedure for 1999 Cougars. You need two keys, and a NGS Scanner with program card. PS. We only charge $29.95 or two for $49.95 to make the keys and $33.00 labor to program them. I would check some other dealers or else all the dealers in your area are higher than around here. I also have a $4,000.00 machine to cut the keys and the blanks cost us $18.00 ea. Just another word of advise. If you were to put a unprogramed or the wrong program key in that car it will go into theft mode and nothing will start it and the car will have to be towed to the dealer. Oh yeah, I forgot all about those "chip" keys. Been gone from the dealer world for 4 years now. Sounds resonable enough to me though Ray.Ray, do you remember those friggen Scorpio keys and the special machine to cut them?
