I have a '69 cougar with a 390/C-6 and needed some new heads so I found some heads that are supposedly 428 CJ heads. They have 16 bolt holes on the exhaust side and the casting number is C7AE-A. The only thing I could come up with is that they came out of a '67 Galaxie. Also are these better than the 390 GT heads that came on it?

Welcome to M&M !
those are NOT CJ heads.
They are nothing more than "Q" code 428 passenger car and T-Bird heads.
Early CJ heads would be C80E J or N
