is there some type of motor that creates the suction or air that makes covers function i could not find it
please help thanks

No,it works off of engine vacuum. There is a line to the headlight switch and a vacuum reserve canister somewhere in the engine compartment,or under the fenders. This goes to a vacuum motor in the grille that actuates the assembly. Does the car run ok? Usually if these things leak the car will run bad. There should be a valve somewhere in the system that you can turn so the headlight doors stay open(ie inclement weather) somewhere under the hood. It will be on a vacuum hose. Check to see if there is any linkage binding. That will stop the doors from working.

You should think about picking up a Ford shop manual from Osborn Reproductons, that would really help you fixing up this like this on your Cougar.

check the tank under the driver side fender in front of the wheel,take it out and do a preasure check on it,if that dont work check the vaccume tank where the light doors are hooked up to
