From Hemmings email:Legislation California Emissions Haven��t Got a Friend in Pennsylvania. California may drive the nation's car emissions standards, but at least one group of Pennsylvania lawmakers would like to have something to say about it. A bipartisan group led by Eric Bugaile, executive director of Pennsylvania's House Transportation Committee, plans to block a plan by Governor Ed Rendell to adopt California's stringent rules. "I'm looking at it as a question of states' rights. As an elected Pennsylvania representative, it doesn't make sense to turn our rights over to a panel in California," said Democratic Representative Joe Petrarca of Vandergrift, a member of the House Transportation Committee, as reported in the December 8 Pittsburgh Tribune-Review. A group of representatives would like to take it one step further, and has attached a measure to a House bill that would revoke the Environmental Quality Board's authority to adopt California's low-emissions standards. Representatives James Casorio and Roy Baldwin are pushing to abolish the emissions-testing program in the state all together. "I want the whole thing stopped," Casorio, a Democrat, was reported as saying in the Tribune-Review. "I'm convinced it's just another tax." - By David B.
