I have a problem with my project car it has the 302 with the Motorcraft 2700 VV carb. When I try to start the engine cold I have to pour gas into the carb to get it to start but after that it runs fine. I'm stuck with it until it passes CA smog. Then off it comes and in its place goes a Holley.

It passed smog on Saturday. The Holley goes on this weekend.

when I lived in California I passed smog with a 2bbl motorcraft carb

I had the same problem with my car after setting for a mere 6 years. You are probably running too lean. In my case, the gas evaporated leaving residue in the carb conjesting it. Carb cleaner did the trick. Since you indicate a rebuild on the carb, I suggest starting by making sure you are getting enough gas through the fuel filter to the carb, then increase the fuel flow using the metering screw if necessary. That was the only logical solution. Just don't cold start it at the inspection station. Avoid shutting it off if you can. Then switch the carb. You could try to repair the 2700 before it's next test, but why? You know it works, why fiddle with it.
I like my Holley 2bbl, it's served on a 2.8 and 351W. Livened up the 2.8. Choked the W ~ 3,000. With the gearing it didn't need to turn faster.

All motorcraft carbs are crap! Even the Holly/Motorcraft ones. Thats why I have a Weber on my 1974 2.8L
