If its really an Australian block its an engine block made in Australia.

Let me put it another way,why were they made,
the heavy duty 351C block with the XE casting number?
Were they made with racing in mind or for something else?

They were made for racing. Supposedly, some of the blocks that didn't pass
inspection (for racing purposes) made their way into Australian production
vehicles. There were also some oddball SK part number blocks. Kaase said
he came across an SK block that had thicker walls than my XE but didn't
have the thicker mains and non-scalloped pan rails.
