can someone tell me whats the best way to set my timing at 4000 rpm, thanks ronnie

For what motor? Windsors don't need any more than 32-34* overall, Clevelands like much more than that

With a timing light is the best way I have found.

i had the timing light part figure out,do you hold the motor at 4000 rpm or do you point the light and slowly bring the rpms up.when i hold it at 4000 the timing mark seems to jump around any advise ronnie

Point the light at the balancer Ronnie, then bring it on up right past 4000 RPM.
That will allow for timimg chain stretch.
