I know a couple of guys and have read about several Chevy guys running the ZZ4 motor either basically stock or with small changes and their cars run 7.30's-7.60's.
When you look at the specs on this motor it looks rather mild. I mean most of this guys are only shifting around 5800.
Basically I am wondering how can this motor run so good with such a mild combination. What would you have to do to a 351W to get it to run similar to one of them.

I think those ZZ4 crate engines have a high velocity, high swirl cylinder head.
The cam is moderate I think.
The ZZ4 is just am example of a well matched combo. No rocket science involved.
A 351W with AFR 185 heads, 10:1, moderate cam and a RPM airgap with a 750 holley should run as good or better than the ZZ4 motors.

How much HP are those chebby motors rated at? A 3000lb car would probably need about 375-400 flywheel hp to go 11.60's. That's probably in the 7.30-7.60 range if I remember
