I am having my block decked around .030 (I assume) for zero deck. How can I determine if the 33 year old heads have been milled and how much? Is there a way to mock up the block (after decking and squaring), heads and intake to determine how much to mill the intake?

You can't. Due to core shift and casting characteristics, you'll never know the cylinder head deck variance. All you can do is cc the combustion chamber and assertain how much you need to mill them.Once you are done with you head and block machining you can mock assemble them and test fit the intake. You then make some measurments and machine the sides appropriatly. So it is a know thing what the head to intake gaps should be, and I can mock uo, measure and then make corrections?

"Gaps" should reflect the intake gaskets you intend on using. There are several thicknesses available.
