The 428 is an industrial engine. The Block is a 1970 casting heavy duty block also known as a CJ block The rear is marked CX. These blocks were also used in cars (acording to Dennis at DSC motor sports) The block that I am talking about has 1,200hours on it. I have not disassembled this one, but the 1,400 hour engine that I tore down was very good no bore wear as miked and the factory bore marks coincided 4.134 on a cylinder marked 4 in the valley, the bore looked very good. the heads are industrial, small valve small port, around 72-76 cc. the pistons are cast ford 428 super. The rods are standard 390-428, the oil pan is an industrial style deep full sump with rear pick up. the oil pump is factory aluminum. the Crank is a 1-UB. The value is a never unassembled low hour short block that had all of the proper service at the recomended times. Which in my opinion requires only a cylinder glaze break and assembled. I don't know what the cam is but it is probably a throw away as the valve springs are very light. non adjustable rockers like new shafts. No fly wheel no timing gear cover (Industrial Cast Iron goes with the engine skid, it is used for the front engine mount). 2V cast Iron Intake, these engines ran on Propane, and were used for frost protection on a Vineyard in Sonoma county CA. They have never been apart, lived all of their life in a small pump house accross from a small lake 20' below the lake level. There were 4 engines in this house and the Vineyard's mechanic got one and I got the other 3.
