Would a 69 cougar 28 spline 9-inch rear end have C-Clip axles? If so where can i get C-Clip eliminaors for the axles?

Simply stated, Nope you don't have to work about C-clips on a 9".

the 8.8 inch rears use them but the 8 and 9 inch dont need them because the pumkin is all one assymbly.bruce
