Horsepower at the tires; after parasitic losses sustained in the drivetrain (10-20% depending on effeciency of gearbox and differential)

It is my understanding that net hp(at least when they first changed it from Gross) was the hp of the engine as it was installed in the car.SO it would have exhaust,air cleaner,fan and all pulleys and accesories,basically just the way it would sit in the car.The old 71 and earlier(Gross hp)ratings where just the barebones engine driving no accesories and no exhaust etc.I still think the 72 and later ratings are at the flywheel though and not at the rear wheels.

The second answer is the correct one.
SAE net is flywheel horsepower with full emission controls, 87 octane fuel, exhaust, accesories, belts etc.
Just the way it would be installed in a car/truck.
