if i am rebuilding my 351w and going .030 overbore should i go with standard Main and Rod bearings or should i go with .010, .020, .030 Main and Rod bearings?

are you replacing the crank or having it polished?

If its in good shape, you use the stock bearings, if not, get it polished and get the appropriate size bearings.
