I have about enough money to either
- buy some rousch 200 heads
- get a new cam and head work to accomodate new cam
- get new internals

which would you suggest me doing first? or all at once??

If money is tight, start with making your internals, the foundation for your whole powerplant, healthy. Heads and and a new cam won't help if your rods won't hang onto the crank or all your horsepower goes past your rings.
