in some areas on my car their are little bumps that look like their is sand or something of that size under the paint, i want to know is if i can color or wet sand these bumps out, which one would you recomend color sand or wet sand? what grit should i use?, and finally do i need to buff it out? if so can it be done by hand and what do i need to do it?

please let me know thanks a lot.

Depends on whether or not your paint is clear coated. If the bump is shallower that the clear it can be sanded out with 1200-2000 grit wet-sand paper and a block. Afterwards you have to buff it to get the shine back.
Usually this process is done before the clear is applied, (that's why it's called "color sanding" and again after the clear for a "show car" finish.
