I have been told by my local shop that i need to replace a Power Steering Pump seal.

They gave me a $110 CAN quote to fix it, and i know that the parts needed only cost $15 so how hard is it to rebuild a power steering pump?

Not hard,

Just an hour or two of labor.

Simplest option sometimes is to get a rebuilt pump than repair one...
