WTF Holley 3310-1. Just forward of the secondary diaphragm, just below the air cleaner flange... there's about a 5/16" hole, not good Tap and plug, or???

This hole points to the right front, on an angle, right? If so, there is normally a piece of round tubing, approx. 1" long in this hole. This is to supply filtered air for the hot air tube to the exhaust manifold, on an automatic choke set up.
