I'm installing SSM lift bars,upper control arms and Eibach springs on a 92 Mustang.It says the best pinion angle is 2 deg. under full power.What's the best angle to start with(suspension loaded,under no power)to achieve the 2 deg. angle?

Most of the companies like Alston or Chassisworks recommend 2-4 degrees down from the angle of the driveshft as a starting point. The wraping of the axle housing under takeoff corrects this to 0 degrees.
