how can you tell which head bolts to use sealer on or do you just do it to all of them

You could stick a screwdriver or coathanger in the hole. If it bottoms out, the hole is closed and doesn't need to be sealed. If it is open at the bottom of the hole the bolt is entering a coolant cavity and needs sealer.
