Okay,

Got a flaky problem. My horn doesn't work unless you turn the steering wheel a quarter to half a turn to the left or right of center. I pulled the horn switch/activator off and looked at the contacts and everything looked good. Any other suggestions?

Yes, pull off the steering wheel and check the contact ring at the base. You are most likely losing contact there.

It could also be the steering column is not adjusted far enough up to give good contact up against the back of the steering wheel. When you turn the wheel it might be going in an oval pattern instead of a perfect circle and you are occasionally making contact.
