My 67 Shelby does not want ot downshift to first above 20 m.p.h. while in drive..I have adjusted the modulator as far as possible, anybody have any experience adjusting the governor springs?????

I believe the modulator has nothing to do with downshifting. The modulator only controls the upshift. I believe it's all in the kickdown lever located on the shifter shaft. It's pulled by either a cable or a kickdown rod (depending on year) when the accelerator pedal is floored. Even at 20mph, i'm not sure if the kickdown lever would drop the trans into 1st.

The modulator will affect the downshift...The tighter the adjustment screw, the higher speed and the firmer the shift...to the next gear.
