In the closing credits of Bullitt, Robert Duvall (who was not a star back then) is listed fifth, even though he only had a very few lines in an insignificant bit part. Below him is listed Bullitt's boss, who plays a fairly major role.
Does anyone know how Duvall got so high up the listing?

I know his boss was played by Simon Oakland, and the police commisioner was played by Norman Feld {Mr. Roper! } but you got me on why Duval was billed so highly. {alphabetical listing?}

They were probably listed alphabetically after the star, Steve McQueen. That is sometimes done to settle disputes about billing.

There is a large amount of legal stuff dealing with the SAG (Screen Actors Guild) and how names are listed in credits. It probably had to with individual contracts.
