THE PART WITH THE LATCH THAT MOUNTS BETWEEN THE SEATS AND THE CONSOLE. DID THESE ORGINALLY COME WITH A PLASTIC STIFFNER THAT KEPT THEM UPRIGHT AND READY FOR USE. MINE DON'T STAY UP WHERE YOU CAN GET TO THEM AND ARE CONSTANTLY FALLING DOWN BETWEEN THE SEAT AND CONSOLE.

Yes, a flattened tube, black with a camera case finish. {at least on my non-consoled car.}

On my 71, the belt-latches are cloth straps w/plastic 'sheaths',but still can fall between seat and console
on my 73, the construction is the same, but the latch-side belt is about 6-8 inches longer

Thanks guys, mine are missing the plastic sheath's then. I will try to locate a couple, maybe it will make it easier to find the seatbelt. Mine are always under the seat it seems.
