NPD does not stock a turn signal switch for a 68 tilt column, but does for a 69. But over at Mustangs Plus, the switch for 68 and 69 is listed as the same. Can anyone explain this?

No Simon, I do not believe they are the same. The columns are different.

For the tilt column, they are listed 68-9. For the regular column, they are different for each year.

I`m not positive, but I believe the 68 & 69`s had different emergency flasher knobs.

Every catalog I have shows that the 68 and 69 tilt are the same?

and I have a lot of old catalogs

It's true. I also checked an ancient catalogue. The 69 tilt column switch is a C8Z part, but the standard column got C9Z.
