Four speed trans, 3.70:1 r/p ratio, 26" tall street tires. The speedo gears available have teeth numbers of 16, 17, 18, 19, and 20. Which one do I need?

off the top of my head i would say the 20 tooth gear is the one you need. npd has a speedo gear calculation formula in their catalog.

I think most early toploaders had a pink 6 tooth drive gear. If in doubt, the teeth can be counted through the speedometer cable mounting hole.
