My under cowl area has been covered with tar/undercoating but were it has cracked and peeled I can see the cars original (green) color under it. I thought Ford didn't paint the cowl area? I also don't know how the tar was applied in the first place? They coated it pretty well too.

The color blew through the grates when painted. The tar or undercoating was "administered" sometime after being painted. And if it's not leaking "let sleeping dogs lie" Places like J.C. Whitney sell/sold an undercoating with a larger nozzle and a wand that allowed the product to be sprayed in through the grates. Also, if someone had the fenders off, they could have removed the rubber plug on each side and added product in that manner.
